Consumer Group Accuses Mercury of Foul Play in Calif. Rate Filing

Santa Monica-based Consumer Watchdog is challenging a Mercury Insurance request to raise rates for its California auto policyholders by an average of 6 percent, claiming the proposed hike is an attempt to recoup campaign expenses associated with an unsuccessful 2010 ballot initiative bankrolled by the company.

The nonprofit public advocacy group filed a formal challenge to the rate filing this week with state regulators, in addition to requesting a public hearing on the matter. California law prohibits insurers from passing the expense of political contributions on to policyholders.

“It’s a pretty astonishing act of arrogance to spend millions on initiatives to raise insurance premiums for your customers and then try to make those same customers pay for your political attacks,” Consumer Watchdog Executive Director Doug Heller said in a phone interview.

Mercury submitted to the state Department of Insurance earlier this month a rate filing that would cost the company’s customers statewide an estimated $89 million, according to Consumer Watchdog.

Officials with the coverage provider staunchly deny any attempt to write off campaign expenses associated with Proposition 17, an unsuccessful measure on the 2010 ballot.

“Political contributions are not permissible, which is why Mercury has never included these expenses in the company’s rate filings,” Robert Houlihan, the company’s chief product officer, said in an emailed statement. “Any assertions to the contrary are completely false and demonstrate a total lack of understanding of the rate approval process.”

A spokesman for California Department of Insurance would not comment on the rate filing, other than to confirm it had been submitted and is available on the department’s website, which is publicly accessible.

Mercury poured $16 million into the campaign for Proposition 17, which would have changed state law to allow coverage providers to extend “continuous coverage” discounts for drivers who have been consistently insured to those who switch companies. Tesla is still a year away from delivering its first Model S, but the up-start automaker has released official pricing details on its all-electric sedan, along with options and battery specs.

Pricing for the Model S is broken down depending on battery capacity and the resulting range, with the 160-mile version commanding $57,400, the 230-mile variant priced at $67,400 and the 300-mile Model S coming in at $77,400. There’s also the $87,400 Perfomance model which has the same 85-kWh battery as the 300-mile version. It’s worth noting that if you check the new Model S page, Tesla lists pricing after the $7,500 federal tax credit, which is a bit disingenuous, but to Tesla’s credit, it has kept pricing perfectly in line with previous announcements.

The battery specs have also been officially announced, with the 40-kWh pack providing a 160-mile range, a top speed of 110 miles per hour and a 100,000-mile warranty; the 60-kWh pack juicing up for 230 miles, a 120 mph top speed and a 125,000-mile warranty; and finally, the aforementioned 85-kWh battery pack delivering 300 miles of range and a 125 mph top speed in standard spec and a 130 mph top speed in the Performance version. The last two come with an unlimited mileage warranty and Tesla makes a point to clarify that ranges are based on an average speed of 55 mph.

Standard kit includes 19-inch wheels and that awesomely massive 17-inch touchscreen display in the dash, while 19-inch aerodynamic wheels that boost range by another 20 miles are optional and come in at $1,500. AAA Predicts Slight Uptick in Holiday Traffic Volume

AAA is predicting that more Americans will travel this holiday season, despite a sluggish economy, but they will likely venture less far than last year.

The motor club estimates that 91.9 million U.S. residents will travel 50 miles or more from home, a 1.4 percent increase compared with 2010. And perhaps because of the sluggish economy, most of them will drive, with 83.6 million U.S. residents planning to hit the road—a 2.1 percent increase over last year–according to AAA.

“It’s a positive sign for the travel industry that so many Americans are planning to travel this holiday season, collectively contributing to the second-highest year-end holiday travel volume in the past 10 years,” Bill Sutherland, AAA Travel Services vice president, said in a news release. “As our lives get busier, it is so important to create opportunities for the rest and rejuvenation that result from vacation travel and connecting with family and friends, especially during the holidays.”

According to AAA, 59 percent of those planning to travel feel that either the economy has no impact on their plans or their personal situation has improved enough to make their plans feasible. The remaining 41 percent said they were scaling back travel plans because of economic concerns.

That is a change from last year, when 67 percent of intending travelers said their plans were not impacted by the economic conditions.

Along with increased roadway traffic comes heightened risk of vehicle accidents and other problems. Federal safety officials say December and January are the months with the greatest number and rate of vehicle crashes.

According to 2009 data from the National Highway Traffic Safety Administration (NHTSA), there were 539,000 crashes in January and 525,000 in December. The average monthly crash volume was about 459,000 for that year.

Safety officials say being involved in a crash—even one in which no one is seriously hurt—can be a traumatic experience with long-lasting effects. And insurance industry experts say the impact of accidents on auto insurance rates can be significant for those who are found to have been at fault in crashes.
